- The City of Seymour web site. Seymour is the location of the Outagamie County fair. In 1885 Charlie Nagreen sold flattened meatballs which he placed between slices of bread at the Seymour Fair (the precursor to the Outagamie County Fair). He called this creation a “hamburger.” So Seymour is where the hamburger was first created; Seymour used to have a “Hamburger Olympics” to celebrate this, until it ran afoul of the licensing arm of the U.S. Olympic Committee.
